Special Programs Finances

Special Program Finances developed out of a need for school districts to become more efficient in maximizing their State Aid potential in STAC and Medicaid reimbursement. Our services are designed to help school districts claim State Aid for students with disabilities. To date, our team works collaboratively with over 50 school districts across Upstate New York.

Services

Financial Tracking Service (STAC)
Our Financial Tracking Service assumes responsibility for processing all STAC claims and verifications. Our team will work collaboratively with your Special Programs Office and Business Office to collect and review necessary information to submit reimbursement claims. This service is BOCES aidable and cross contracts are available.


Our STAC service provides the following to participating districts:

  • Collect and review data to calculate the cost of eligible high cost students. This included students attending in-district programs, BOCES operated programs, and other public school district special education programs

  • Submission of STAC reimbursement claims for all eligible Public High Cost placements, Private placements,  Summer 4408 placements and transportation, non-resident Homeless, certain Chapter placements, and any 4201 State Operated/Supported placements

  • Complete the verification process for all STAC submissions to ensure timely reimbursement of aid.

  • Act as a liaison between district offices, SED, the STAC Unit, and the Rate Setting Unit

  • Provide on-going service support and guidance related to STAC Reimbursement

Medicaid Reimbursement Service
Our Medicaid Reimbursement Service is designed to be a collaborative effort between our team and your Special Programs office. This service is only available in addition to the Financial Tracking (STAC) service. Cross contracts are available.

Our Medicaid service provides the following to participating districts:

  • Monitor all documentation and program compliance

  • File claims monthly

  • Communicate updates, issues, and activities on a regular basis

  • Act as a liaison between district offices and SED, OMIG, Department of Health, and Regional Information Centers

  • Provide on-going service support and guidance related to Medicaid Reimbursement
